That Americans typically like and support their own area and state representatives in the House and Senate, is well known. That Americans also intensely dislike both the House as a whole and the Senate, is also well known. That the illogic of these facts coexisting is not appreciated is a key American problem: how can you believe that your own representatives are generally competent and helpful, yet also believe that the collective group of representatives is extremely unhelpful?
